Our mission and vision define our purpose and our approach to achieving our goals.

MISSION

We commit to empower the working poor in Bikol with basic tools such as entrepreneurship, skills development, education, private ownership and capital so they become agents of their own advancement towards integral human development.

Nanunugâ kaming makataó nin batayang kakayahan sa mga kasaraditan sa Bikol sa paagi nin pagnenegosyo, edukasyon, pribadong pagsasadiri saka kapital tanganing sinda magin kasangkapan nin sadiring pagbabàgo pasiring sa makatawong kauswagan.

Named after our founder’s moniker ‘Chito’, our core values reflect our work and strategies we employ to fulfill our mission. 

CREATIVITY

Creativity and Innovation are essential to the nature of our Foundation. Being engaged in a social enterprise, our products must be marketable– upbeat, competitive, attractive. Our strategies must be under constant self-scrutiny so we can always improve and find new and better solutions.  We should strive to always do “more” – go the extra mile.

HARDWORK

Hardwork and Diligence define the work ethics of CCMF-Bikol. We understand CCMF-Bikol as a divine providence to serve as a potent tool for poverty allevation in the region.We ought to repay such gift through hardwork and diligence. Engagement must be seen as service and mission, not merely as employment. Employees must be thankful for the opportunity to help fellow Bikolanos.

INTEGRITY

As a financial institution, Integrity and Honesty are fundamental dictum. We are stewards of the resources intended for the marginalized. When we accepted the funds, we also promised to ensure its use and growth for the benefit of the poor. Integrity requires that we keep the promises we make. Honesty requires that we are in good faith and that we are transparent in our accountabilities.

TRUSTWORTHINESS

Trustworthiness and Excellence refer to quality service that must be made available not only to the rich. Our products must be embodiments of trustworthiness and excellence.  We are trustworthy when we can be relied upon. Making excuses is a lack of trustworthiness.  Consistent trustworthiness leads to excellence.  Excellence is a habit of doing things better than what is expected.

OPENMINDEDNESS

Openmindedness and Flexibility are essential ingredients for growth, development and survival. We should always be ready to respond positively to change in order to fulfill what is required to meet our goals. These values go hand in hand with our commitment to perpetuate Doña Chito’s legacy.

OUR HISTORY

1997

CCMF was established

Doña Consuelo “Chito” Madrigal established the Consuelo “Chito” Madrigal Foundation (CCMF).

2004

CCMF reached Bikol

Fr. Joel E. Tabora, SJ, then University President of Ateneo de Naga University convinced Doña Chito to extend the services of her foundation to Bikol and to allocate for Bikol a grant of PHP200M.

Doña Chito named Most Rev. Leonardo Z. Legaspi, O.P, D.D, then Archbishop of Caceres, and Fr. Joel E. Tabora, S.J as co-directors for Consuelo “Chito” Madrigal Foundation–Bikol (CCMF-Bikol). Archbishop Legaspi and Fr. Tabora appointed Fr. Wilmer Joseph S. Tria as Program Manager.

The scholarship program admitted the first batch of scholars at Ateneo de Naga University.

2005

The 10-Year Plan

CCMF-Bikol proposed a 10-year plan where it would directly implement livelihood, housing, and social entrepreneurship programs. Her approval included the construction of the Madrigal Center for Social Entrepreneurship in the Ateneo de Naga University Main Campus.

2005

Leadership Transitions

March 24, 2008. Doña Chito passed away and joined the Heavenly Father to receive her eternal reward.

Susana AS. Madrigal and Atty. Gizela G. Montinola, Doña Chito’s nieces, assumed leadership of the Foundation.

May 18, 2008. Vicente Heights Subdivision (VHS), the first CHITO Community opened. VHS is located at Pacol, Naga City. It has 104 houses.

The livelihood program focuses on microfinance. CCMF-Bikol absorbed Ateneo de Naga University’s Microfinance Program as a strategy of expansion.

2009

Leadership Transitions

July 9, 2009. As directed by CCMF, the mother foundation, CCMF-Bikol was incorporated as a separate entity with Most Rev. Leonardo Z. Legaspi, O.P, D.D, as Chair Emeritus.

Juan Vicente D. Rufino, Doña Chito’s grandnephew, was appointed Chair and President. Fr. Joel E. Tabora, S.J was appointed Vice-Chair.

The second CHITO Community, Madrigal Homes, opened in Calangkawan Sur, Vinzons, Camarines Norte. It has 47 houses.

2010

The Training and Farming Program

The Capacity Building Program was re-engineered as a Training and Farming Program to respond to the need of Bikolano farmers for innovative and sustainable farming techniques.

2015

The 5-Year Plan

CCMF-Bikol completed its 10-year plan in 2015 and a fresh 5-year plan was subsequently approved by the Board. From four employees in 2004, the Foundation had 134 staff complement, with ten Microfinance Branch Offices.

2019

Microfinance: A New Entity

The Microfinance Program was incorporated as a new entity and is now the Consuelo “Chito” Madrigal Microfinance NGO, with Juan Vicente D. Rufino as Chair of the Board of Trustees.

OUR FOUNDER

Doña Consuelo 'Chito' Madrigal

Born in May 18, 1921, Doña Chito was a distinguished banker and philanthropist. She was born to a wealthy family. Her mother, Doña Susana Paterno, hails from Manila while her father, former senator Don Vicente hails from Libon, Albay. For Doña Chito, being born in a wealthy family equates to her dream of helping poor families.

Doña Chito created programs that provide the poor an opportunity to fight their poverty. She believes that “dole-outs” only create dependence on the donor. The program lent funds to partner agencies to implement housing, livelihood, and capacity-building projects. 

She wanted to extend her capacity by establishing CCMF in Bikol by 2004. The creation of CCMF-Bikol was made possible through the help of Fr. Joel E. Tabora, SJ. Then University President of Ateneo de Naga University. Today, CCMF-Bikol operates its four pro-poor programs: Microfinance, Housing, Scholarship, and Organic Farming and Training – all geared towards promoting social entrepreneurship and poverty alleviation in the region.
